New Energy Legislation in the Senate

Posted By on September 23, 2009

At Potterhill Homes, we are committed to building energy efficient homes. In fact, in early 2009, we committed to building every home to meet EnergyStar’s certification of 50% improved energy efficiency on heating & cooling, and we certify every home with an outside verifier.

We know there is a tidal wave of energy legislation bound to be coming soon, so we’re already building our homes with the energy efficiency that will some day be required.

It appears as if some day is coming closer and closer.

Currently in the Senate is bi-partisan legislation to extend energy efficient tax credits and expand the tax credits for buildings meeting increased energy efficiency levels.

Through the EnergyStar for homes program, there is currently a $2,000 tax credit available for the contractor building a home that is 50% more energy efficient on heating & cooling.  This is currently set to expire on January 1, 2010.

This new legislation would extend that tax credit for another 2 years (through January 1, 2012), and add new provisions to encourage increased energy efficiency.

The new legislation creates a $5,000 credit for homes that use 50% less whole house energy than the 2004 Energy Code (50 HERS Index). The bill was co-sponsored by Senators Olympia Snowe (R-ME), Diane Feinstein (D-CA) and Jeff Bingaman (D-NM).

Additional incentives under the new legislation include:

- The creation of a $200 tax credit for the cost of a home energy rating

- The creation of a $500 tax credit for the cost of training and certifying home performance auditors to conduct home energy ratings

- Increasing the amount of the tax incentive for commercial buildings to $3.00 per square foot

- Provisions for manufactured homes that meet increased energy efficiency.

The bill can be downloaded by clicking here: http://frwebgate.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=111_cong_bills&docid=f:s1637is.txt.pdf

Achieving a 50 HERS score on a new home will not be easy, but we’ve been working at it longer than most other builders, and it has been our goal to achieve this HERS rating on our homes by 2010. This is just an added incentive for us to get there!

I will certainly be contacting my senator to let him know I, for one, support this legislation whole heartedly.
